ISO 45001 ระบบมาตรฐานการจัดการอาชีวอนามัยและความปลอดภัย จะมาแทน OHSAS 18001:2007

ปัจจุบันหลายองค์กรให้ความสนใจในระบบการจัดการอาชีวอนามัยและความปลอดภัยภายในองค์กรมากขึ้น ซึ่งแน่นอนที่สุดย่อมเป็นผลดีขององค์กร เนื่องจากพนักงานขององค์กร ถือว่า “เป็นทุนมนุษย์ (Human capital)” ในการนำพาองค์กรให้พัฒนาอย่างยั่งยืน ระบบการจัดการอาชีวอนามัยและความปลอดภัยตามมาตรฐาน OHSAS 18001:2007 จึงเป็นระบบมาตรฐานการจัดการหนึ่งที่หลายองค์กรนำมาประยุกต์ใช้ เพื่อความปลอดภัยในการทำงานของพนักงานภายในองค์กร
อย่างไรก็ตาม องค์การระหว่างประเทศว่าด้วยการมาตรฐาน (The International Organization for Standardization: ISO) กำลังจัดทำมาตรฐานการจัดการอาชีวอนามัยและความปลอดภัยฉบับใหม่ คือ ISO 45001 โดยคณะกรรมการเทคนิคที่ ISO/PC 283 Occupational health and safety management systems เป็นผู้รับผิดชอบในการวางแผนพัฒนามาตรฐาน ISO 45001 ดังต่อไปนี้
- ฉบับร่างแรกของกรรมาธิการ ISO/CD 45001 (first committee draft) คาดว่าจะประกาศในเดือนพฤษภาคม 2014;
- มาตรฐานฉบับร่างแรก ISO/DIS 45001 (first draft international standard) คาดว่าจะประกาศในเดือนกุมภาพันธ์ 2015;
- มาตรฐานฉบับร่างสุดท้าย ISO/FDIS 45001 (final draft international standard) คาดว่าจะประกาศในเดือนมีนาคม 2016;
- มาตรฐานสากล ISO45001 คาดว่าจะประกาศในเดือนตุลาคม 2016.
ดังนั้น คาดว่าจะเห็นมาตรฐาน ISO 45001 จะประกาศใช้โดยสมบูรณ์ ทั้งนี้ ISO 45001 คงยึดโครงสร้างระดับสูง (High Level Structure-HLS) ตามภาคผนวก Annex SL ซึ่งประกอบด้วย 10 ข้อกำหนดหลัก ได้แก่

หัวข้อที่ 2 การอ้างอิง (Normative reference)
หัวข้อที่ 3 คำจำกัดความ (Terms and definitions)
หัวข้อที่ 4 บริบทขององค์กร (Context of the organization) ** หัวข้อใหม่
หัวข้อที่ 5 ภาวะผู้นำ (Leadership)
หัวข้อที่ 6 การวางแผน (Planning)
หัวข้อที่ 7 การสนับสนุน (Support)
หัวข้อที่ 8 การดำเนินงาน (Operation)
หัวข้อที่ 9 การประเมินผลการดำเนินงาน (Performance evaluation)
หัวข้อที่ 10 การปรับปรุง (Improvement)
จึงเห็นได้ว่า ISO 45001 สามารถผสมผสานร่วมกับมาตรฐานสากลอื่นๆ เช่น ISO 14001:2015, ISO 9001:2015, ISO 22301:2012 การบริหารจัดการความต่อเนื่องทางธุรกิจ อย่างเหมาะสม

นอกจากนี้ มาตรฐานฉบับร่าง (Working Draft-WD) ระบุในข้อกำหนดที่ 8.1.2 กำหนดว่า เมื่อมีการกำหนดมาตรการป้องกันและการควบคุม ให้คำนึงถึงการลดความเสี่ยงตามลำดับดังต่อไปนี้
1. กำจัดอันตรายที่แหล่งกำเนิด
2. ใช้วัตถุดิบ, กระบวนการ, การปฏิบัติงาน หรือเครื่องมือใดๆที่มีอันตรายน้อยกว่าเดิม
3. ใช้มาตรการควบคุมทางวิศวกรรม
4. ใช้ป้ายเตือนอันตราย
5. ใช้มาตรการควบคุมทางการบริหารจัดการ
6. จัดหาอุปกรณ์อันตรายส่วนบุคคล
โดยขั้นตอนดังกล่าวข้างต้น จะคล้ายคลึงกับข้อกำหนดที่ 5.1.2 ของ ANSI Z10 หรือข้อกำหนดที่ 4.3.1 ของ OHSAS 18001:2007
โดยสรุปในภาพรวมจะเห็นได้ว่า ข้อกำหนดหลักของ ISO 45001 จะมีโครงสร้างของเอกสารและข้อกำหนดที่สอดคล้องกับข้อกำหนดหลักของทั้ง ISO 9001:2015 และ ISO 14001:2015 ดังนั้น องค์กรสามารถประยุกต์ใช้ร่วมกับระบบ ISO 9001:2015, ISO 14001:2015 ได้อย่างเหมาะสม
อย่างไรก็ตาม มาตรฐานฉบับร่างแรกของกรรมาธิการโครงการ (Project Committee) ที่ ISO/PC 283 อาจจะมีการปรับเปลี่ยนในรายละเอียดของข้อกำหนดต่อไป อันมีผลกระทบต่อขั้นตอนการปฏิบัติงานเดิม จึงเป็นสิ่งที่ผู้สนใจต้องติดตามความเปลี่ยนแปลงต่อไป
